Inside the apartment, officers found a 4-month-old girl unresponsive. First responders attempted life-saving measures on the infant, but she was pronounced dead at the scene.

KCRA reported that Rocklin police officers visited the same apartment around 5 p.m. a day earlier after getting a call from a different neighbor stating the infant’s mother, 30-year-old Jazmin Laci Johnson, was acting erratically.

At that time, officers decided that the child was not in danger, officials said.

Johnson was arrested and charged with premeditated murder, and assault on a child causing death, authorities said.

She was booked into the South Placer County Jail and is being held without bail. She is expected to appear in court on Jan. 30.

"She loved her with all her heart and did nothing intentionally to that baby," Michael Randolph, a close friend of Johnson, told KCRA, claiming, "I just know that since 2004, she did suffer from mental illness, so that's just that."

Randolph added, "Mental illness is real, and we all need to take that into accountability."
