What Happened?

On April 3 at approximately 11:57 p.m., a driver tried to flee the Alabama Law Enforcement Agency’s Highway Patrol on a rural road in southeast Alabama’s Pike County when the crash occurred, agency spokeswoman Amanda Wasden said.

According to the Associated Press, three occupants, including the driver and two passengers, including one teenager, were ejected from the 2022 Hyundai Elantra after not wearing seat belts. A fourth passenger, who was not ejected, also died at the scene.

No additional details were provided by Wasden, who said the crash was being investigated by authorities. It is unclear what prompted the car chase.

No other vehicles were involved in the crash.

Authorities later identified the driver as 27-year-old Tykevious D. Russaw, of Eufaula, and the passengers as 27-year-old Robert D. Hall and 24-year-old Quamay Richardson, of Clayton, CBS affiliate WAKA-TV reported. The teenage passenger was not identified.

Russaw reportedly had a history of arrests including weapons and drug violations.

Study

A September 2023 study by the Police Executive Research Forum, conducted in partnership with the Office of Community Oriented Policing Services and the National Highway Traffic Safety Administration, outlined 65 recommendations to help agencies reduce the risks associated with vehicular pursuits.

The report urged law enforcement to limit chases to cases involving violent suspects who pose a significant threat.
