‘Anti-ICE’ Virginia Democrats Blamed After Another Innocent Person Killed

The Department of Homeland Security called on Virginia governor Abigail Spanberger to honor ICE's detainer on Abdul Jalloh.
Virginia Governor Abigail Spanberger is under fire for allegedly refusing to cooperate with Immigration and Customs Enforcement (ICE) officials seeking to deport a Sierra Leone-born man accused of a violent crime.
Abdul Jalloh, 32, was recently arrested and charged with second-degree murder in the death of Texas mother Stephanie Minter.
The 41-year-old victim was fatally stabbed at a bus stop in Hybla Valley, Virginia, on February 23. Authorities said Jalloh has about 30 prior arrests on charges ranging from rape and drug possession to assault and theft. This incident is part of a troubling pattern involving Jalloh's repeated criminal activity.
The Washington Examiner reported that this is not the first time anti-ICE Democrats have risked the lives of innocent people, and it won’t be the last unless they “reverse themselves and start cooperating with federal immigration law enforcement officials”.
DHS has urged the Virginia governor to notify ICE before releasing Jalloh from jail.
Virginia Ignores DHS Warning
The Department of Homeland Security (DHS) said Jalloh entered the United States illegally in 2012. ICE previously lodged a detainer against Jalloh in 2020, and a judge issued a final order of removal allowing him to be deported to any country other than Sierra Leone.
In 2023, Jalloh was convicted of stabbing a man in a 7-Eleven parking lot in Fairfax County while attempting to steal his cellphone. He served two years in prison before being released by Fairfax County officials, who allegedly failed to notify ICE that a “violent, convicted immigrant was being released back into the public”.
Jalloh was arrested twice more by Fairfax County officials, triggering a probation violation. However, prosecutors later suspended his sentence and ended his probation instead of returning him to jail.
At multiple points along this timeline—after the first post-conviction arrest, the second arrest, or after prosecutors ended his probation and suspended his sentence—Fairfax County officials could have notified ICE that a violent illegal immigrant was in custody and available for deportation.
This negligence eventually led to the death of Minter, ICE claimed.
Even with surveillance footage in the case, critics say that if prosecutors fail to secure a murder conviction against Jalloh, they hope that District Attorney Steve Descano does not release him without notifying ICE.
Spanberger said she would demand a judicial warrant before turning Jalloh over to federal law enforcement.
“This is not how federal immigration law enforcement works. Jalloh did not commit a federal crime when he murdered Minter. While he did commit a federal crime when he entered the country illegally in 2012, the statute of limitations on that crime has long passed. There is no basis for a federal warrant for his arrest."
"Unlawful presence in the U.S., as Democrats love to point out, is not a crime by itself. It is a civil infraction, so ICE needs only an administrative warrant to enforce it. Such warrants should be more than enough for state and local governments, such as Virginia and Fairfax County, to honor, so that dangerous illegal immigrants such as Jollah are not released back onto the streets,” the Washington Examiner reported.
Fairfax County’s Past Immigration Detainer Refusals
Fairfax County has a history of refusing to honor immigration detainers. In late 2025, a criminal illegal alien from El Salvador killed a man just a day after a Fairfax County jail failed to honor an immigration detainer ICE had placed on him.
On February 28, DHS urged Virginia Governor Spanberger to notify ICE before releasing Jalloh from jail.
“We are calling on Virginia Governor Abigail Spanberger and Virginia’s sanctuary politicians to commit to not releasing this murderer and violent career criminal from their jail without notifying ICE,” Deputy Assistant Secretary Lauren Bis said.
“This illegal alien’s murder of an innocent, beautiful American woman came less than 24 hours before Governor Spanberger’s demonization of ICE law enforcement. This heinous criminal is a perfect example of why we need cooperation from sanctuary jurisdictions and the importance of third-country removals for the safety of the American people,” Bis said.
Governor Spanberger signed an executive order stating local and state law enforcement are no longer required to cooperate with ICE, reversing a policy issued by former Governor Glenn Youngkin.
Public Hits Back
Several social media users also reacted to the case and called for Jalloh's deportation. “Stephanie Minter should still be here. Criminals like this should never be protected by bad policies. Stand with the American people,” one user wrote on X.
“They all should be held accountable and relieved of their duties,” wrote another user.
