Connecticut Man Accused of Theft, Rape During 4-Hour Crime Spree

Cecil Mills allegedly went on a 4-hour crime spree, which included crashing cars, robberies and rapes, police said.

A Connecticut man allegedly went on a four-hour crime spree in which he crashed into vehicles, robbed three women and raped one, according to authorities.

Around 11:30 a.m. on Feb. 24, officers arrested 35-year-old Cecil Mills after he allegedly crashed his vehicle during a pursuit and then ran from the scene, according to the Bridgeport Police Department.

“Mills crashed into multiple vehicles during the pursuit," Det. Jeffrey Holtz told WFSB, "One of those accidents resulted in minor injuries.”

Holtz said the victims all reported being followed “by what turned out to be a stolen Toyota Camry” before they were robbed and assaulted.

The detective added, “The suspect’s clothing descriptions, given to responding officers by the victims, were also similar.”

Mills reportedly rammed into a fourth victim in Seaside Park, but fled when the victim refused to stop her car, authorities said.

According to police, the first robbery took place around 7 a.m. The second robbery — which included the alleged rape — took place about 10:25 a.m. and the third occurred around 11:15 a.m.

The victims ranged in age from 22 to 52, police said. The alleged rape victim was taken to a hospital and treated for minor injuries.

Mills is accused of taking cash, cell phones and other electronics, many of which were found in the stolen Camry after the crash. Police said they also found a “significant quantity” of narcotics.

During the pursuit of the suspect, Holtz said Mills crashed into several vehicles, injuring one of the drivers.

Mills was arrested and faces more than a dozen charges, including assault, sexual assault, robbery, possession of narcotics with intent to sell, evading responsibility and interfering with a police officer, officials said.

He was booked into jail on bonds totaling $177,500.
