Authorities with the New South Wales Department of Communities and Justice reportedly became aware that two foster children, ages 12 and 14, were living in the same home as convicted triple murderer Reginald Arthurell in December 2025, but did not intervene at that time.

Officials raided the home on March 9, and removed Arthurell from the property.

Speaking on Sydney radio station 2GB, broadcaster Ben Fordham said Arthurell had previously been convicted of killing three people: his stepfather, who was stabbed with a carving knife in 1974; a teenage victim during a robbery in 1981; and his fiancée, who was beaten to death with a piece of wood in 1991. Arthurell allegedly even wore his fiancée’s dresses.

According to court records, Arthurell was intoxicated during all the three killings, Fox News reported.

Arthurell’s Transition

Arthurell spent about 39 years in prison, but was released into the community in 2020 after the parole board determined he could be monitored under supervision orders. In 2021, Arthurell reportedly transitioned and began identifying as a woman named Regina.

Authorities later received a message raising concerns about the living situation after Arthurell moved in with a Sydney grandmother and her two foster children.

The note read: “I need help. My mother is living with a serial killer, and he is brainwashing my mother into going into business.”

The daughter of the woman told Fordham that she learned about the situation around November 2025. She said Arthurell had previously been a patient of her mother at Westmead Hospital. “My mother has worked in the health system for more than 45 years,” she said.

“On February 11, one of my siblings asked us to do a Google search on this person,” she said. “I also believe that one of his victims is a relative of my mother.”

NSW Issues an Apology

Kate Washington, the New South Wales minister for families and communities, issued an apology on March 10, stating that the situation should never have happened.

“The department was made aware of the situation in late December, and some very poor decisions were made at that time … I wish I could turn back the clock, but I can’t,” Washington said.

Arthurell spent about 39 years in prison, but was released into the community in 2020.

“It is entirely unacceptable for a vulnerable child in the care of the state to be living with a triple murderer. It should never have happened, and I'm deeply apologetic for what has happened,” Washington said on 2GB.

Washington ordered an urgent review into the decision-making process that allowed Arthurell to live with the children and committed to making changes to ensure similar situations do not happen again, according to The Sydney Morning Herald.

Arthurell now lives in a private accommodation following his removal from the house, ABC Australia confirmed.
