A 23-year-old woman in Tennessee told police she was "turning up for her birthday" when she fired two shots out of a moving car in Memphis, according to WREG.

Keirra Welch was charged with reckless endangerment, drug possession and possessing a handgun while under the influence in connection to the incident.

The incident took place Sept. 19 on a downtown Memphis street. Police say they saw Welch point a Glock 9-mm gun out the passenger-side window and fire two shots out of a Hyundai Elantra while driving south on Danny Thomas Boulevard around 3 a.m., according to WREG.

According to police, when they arrested Welch she was "halfway undressed" and "smiling and laughing the entire time." Officers also reported finding a gun and a green leafy substane that appeared to be marijuana, WREG reported.

Welch, whose birthday was last month, according to jail records, told police she had at least four alcoholic drinks and that the marijuana was hers. She told officers the gun belonged to her boyfriend, who was driving, according to WREG.
