The investigation was launched after authorities received information about someone selling cocaine and cannabis in the Rockford area. Arteaga-Carrion was later identified as the prime suspect. The 28-year-old is charged with the manufacture and delivery of more than 900 grams of cocaine, the manufacture/delivery of over 5000 grams of marijuana, and two counts of unlawful use of a weapon.
On May 11, deputies with the Winnebago County Sheriff’s Office, along with the FBI and Drug Enforcement Administration (DEA), searched two homes in the Rockford area: one in the 800 block of Brooke Road and the other in the 1800 block of 7th Street.
Authorities claimed that they found about 54 kilograms of cocaine from the home. According to the Sheriff’s Office, the street value of the drug was estimated at $2 million. In addition, deputies also found over 7000 grams of cannabis, 2 handguns, and over $167,000 USD.

Winnebago County Sheriff Gary Caruana appreciated the teamwork between federal and local authorities that led to the arrest and discovery of the drugs. “This case highlights the outstanding work and collaboration between our local and federal law enforcement partners,” he said in the statement.
Caruana added, “Removing this large quantity of dangerous narcotics from our community has undoubtedly made Winnebago County safer. I am proud of the dedication and professionalism shown not only by our Narcotics Unit but also by the entire Winnebago County Sheriff’s Office, whose commitment to protecting our residents is evident every day.”
Arteaga-Carrion’s arrest is a part of a broader federal drug-related investigation in Rockford. Earlier in 2026, four men from the area were charged in a separate cocaine trafficking conspiracy. Federal prosecutors were able to bring the charges based on undercover operations.
