Texas Cop Indicted for Alleged Use of Excessive Force in McDonald’s Arrest of Black Woman

A former Texas police officer has been arrested for using excessive force against a black woman while arresting her. The incident occurred on August 26, 2025, when the 21-year-old woman, Victoria Lang, was visiting a McDonald’s on Holliday Street in Wichita Falls.

The outlet’s manager called 911, reporting that Lang had been in the washroom for two hours and was refusing to come out. Former officers Daniel Wilson and Douglas Gulley then arrived at the restaurant and asked Lang to identify herself.

Bodycam Footage Showed Officers Dragging Lang Out of the Restaurant

While officers warned Lang that she would be arrested if she failed to provide her details, she ignored the warnings. Wilson then proceeded to handcuff her. Bodycam footage of the arrest was released to the public recently. The video showed Wilson and Gulley forcing Lang to the ground, face down, before dragging her out of the washroom.

The officers then picked her up and carried her outside the McDonald’s, placing her on the road. At one point, Wilson pressed his hand against Lang’s neck while she appeared visibly distressed, lying face down on the ground. “This is illegal. You’re literally trying to choke me,” she screamed.

However, the officer continued applying pressure to her neck for several seconds before letting go. One officer then lifted her legs while the other held her arms as they dragged her to the police car. Once again, Lang appeared visibly uncomfortable as she was forced into the backseat, with her legs twisted into a figure-four hold.

The woman was taken into custody and charged with interfering with public duties and resisting arrest. However, the charges were later dropped. As for why she was refusing to come out of the washroom, Lang says she had just arrived at Midwestern State University that morning.

As her dorm room wasn't ready yet, she decided to use the McDonald’s washroom to change her clothes. After the details of the violence surrounding her arrest came out, the Wichita Falls Police Department faced intense backlash from the public.

Wilson was eventually fired from his job, while Gulley had to resign. In Wilson’s suspension letter, the department noted that he had used ‘unreasonable, unnecessary, and excessive’ force on Lang. Meanwhile, Wichita Falls Chief of Police Manuel Borrego also had to step down. Mitch Bates is now serving as the interim Chief of Police.

The Charges Against Wilson

Talking about the investigation against Wilson and Gulley, Bates said in an official statement, “The actions aligned in this case are not reflective of the values of the Wichita Falls Police Department or the men and women who serve this community every day.”

“Our focus remains on building on the work we’ve already started, supporting our officers as we strengthen trust with the community to ensure the department moves forward stronger than before,” he added.

The charges against Wilson have not been officially announced yet. However, Crystal Washington, Lang’s lawyer, stated that he would be facing two counts of official oppression. If convicted, Wilson could face up to one year in jail and a fine of up to $4,000 for a Class A misdemeanor. If the charge is upgraded to assault by a public servant, he could face two to 10 years in prison.
