Torrez-Smith and Alexander traveled with two girls, a 2- and a 3-year-old that belonged to a family member of one of the adults, officials said.
The duo took the children with them as they attempted to panhandle around the Home Depot area in Owasso, authorities said. They claimed they were out there from 4 to 8 p.m.
Officials received security footage, which showed the group arriving back to the motel at 8:25 p.m., KTUL reported. Torrez-Smith removed the 2-year-old from the car and she was limp.
He attempted CPR on the child and then took her inside the room, officials said. They called 911 at 9:01 p.m.

First responders attempted lifesaving measures, but she was pronounced dead at the scene, according to KTUL.
An initial exam of the child showed likely signs of physical abuse, police said.

The pair were arrested, with Torrez-Smith being charged with neglect and permitting abuse and Alexander was charged with abuse and neglect, authorities said.
The 3-year-old child was taken into custody by the Department of Human Services while waiting to be returned to Arkansas.
