Investigators have found a new lead in Noel Rodriguez-Alvarez’s missing child case after human remains were discovered at the child’s former home in Everman. Noel was last seen by relatives in October 2022.

The investigation into his disappearance began in March 2023, and his mother, Cindy Rodriguez-Singh, was eventually charged with his murder. The remains were discovered following an extensive investigation by multiple law enforcement agencies. However, it remains unclear whether the remains belong to Noel, as forensic testing is still underway.

Everman Police Chief Al Brooks held a press conference announcing the discovery and said, “Those remains are now in the custody of the Tarrant County Medical Examiner’s Office, who is doing a forensic examination and working toward an official identification. I do want to be clear — no official identification has been made as of yet.”

“What you’re seeing today is the result of a yearslong investigation where very diligent investigators refused to give up on Noel. I am profoundly grateful for the assistance that we have received from the Tarrant County District Attorney’s Office and the FBI,” he added.

After family members alerted the police about Noel’s disappearance, the Texas Department of Family and Protective Services conducted a welfare check at his home on March 20, 2023. However, at the time, Cindy told the authorities that the child was with his biological father in Mexico.

The information was later found to be false as investigators determined Noel’s biological father had never met him. Two days after the welfare check, Cindy fled to India with her husband and six other children.

Meanwhile, the family told the police that the boy suffered from years of abuse and neglect. Noel was born premature in February 2017 and suffered from various physical and developmental disabilities, including a chronic lung disease and visual impairment.

Cindy allegedly struck the boy in the face and refused to provide him with adequate food and water. He was never enrolled in school, and his medical appointments stopped in July 2022. The family said Noel appeared malnourished and unhealthy when they last saw him.

By April 2023, investigators determined that Noel was presumed dead. In October 2023, Cindy was charged with capital murder. Since she had already fled to India, authorities coordinated with Indian officials in efforts to arrest her. Meanwhile, the Federal Bureau of Investigation added her to its Ten Most Wanted Fugitives list.

Cindy was ultimately extradited to the U.S. in August 2025 and taken into custody. She later underwent a psychological evaluation and was found not competent to stand trial. However, according to Phil Sorrells, she could become competent to face trial in the near future.

Meanwhile, Cindy’s husband, Arshdeep Singh, is also facing a felony charge. His former employer accused him of stealing $10,000 in cash before fleeing to India with Cindy. He has also been accused of forging documents to conceal the theft.
